The Legislature began Summer Recess on Thursday, July 15th and resumes on Monday, August 16th. Below is an update on various C.A.R. priority bills. The pre-recess Committee and floor votes for our C.A.R. priority bills were very favorable to us.
Sponsored bills AB 571 (Mayes), which reduces fees to construct below market rate units, and AB 491 (Ward/Gonzalez), which eliminates discrimination in mixed-income multifamily housing, will be sent directly to the Senate Floor for a vote without a hearing in the Committee.
C.A.R. sponsored bill AB 633 (Calderon), the Uniform Partition of Heirs Property Act, passed out of the Legislature on July 12. This bill will now be going to the Governor for signature. C.A.R. expects it will be signed due to the strong and bipartisan support for the bill.
C.A.R. opposed SB 12 (McGuire), which would have unreasonably restricted construction in certain zones with fire risks, failed passage in the Assembly Housing Committee on July 12. This bill could be revived in the future, although its failure suggests that it would have difficulties if it were tried again.
AB 889 (Gipson) a bill C.A.R. also opposed, which would have required disclosure of “beneficial owners” of LLCs and corporations that hold property which is rented or leased, was also defeated in the Senate Judiciary Committee on July 13.
Finally, SB 539 (Hertzberg), the Proposition 19 implementation bill, passed out of Assembly Revenue and Taxation Committee on July 5 with bipartisan support.
