The Legislature has introduced almost 3,000 bills this year and are now working on moving these bills through their House of Origin: Assembly bills (ABs) in the Assembly and Senate Bills (SBs) in the Senate.
C.A.R strongly opposes SB 466 (Wahab) which will be heard in the Senate Judiciary Committee on March 28. SB 466, among other things, eliminates the single-family property exemption under Costa-Hawkins. In 1995, C.A.R. successfully sponsored with others AB 1164, also known as the Costa-Hawkins Rental Housing Act (Costa-Hawkins), which prevents extreme forms of rent control by creating limits on local rent control ordinances, such as requiring vacancy de-control, and exempting single-family property and new construction from local rent control ordinances.
C.A.R. opposes SB 466 because it places more properties under rent control in jurisdictions with local rent control ordinances which will invariably worsen the state’s supply of rental housing.
